Ocean Champions lobby members of Congress to pass pro-ocean laws
Building Political Power for the Oceans in Congress

Ocean Champions (OC) is the first organization of its kind in the United States focused solely on oceans and ocean wildlife.
Ocean Champions’ goal is to create a political environment where protecting and restoring the oceans is a priority of federal and state governments. By electing pro-ocean Congressional candidates and defeating bad ocean candidates they lobby members of Congress to pass pro-ocean laws and shoot down bills that would harm the ocean.
Ocean Champions maintain a steady presence on Capitol Hill through their strategic lobbying activities and influence unique relationships to get results. The members of Congress are aware that OC’s community is watching their performance, and they are aware that OC expects them to follow through on commitments made to voters and to the general public.

In their groundbreaking report, Turning the Tide: Charting a Course to Improve the Effectiveness of Public Advocacy for the Oceans, Ocean Champions founders David Wilmot and Jack K. Sterne, outlined the need to participate fully in the political process.
Ocean Champions has uniquely filled this role since 2003. Ocean Champions has helped to elect dozens of good ocean candidates to Congress, and in the process, has developed strong relationships with committee chairs, party leadership and many members.

They have been able to leverage these relationships to place the oceans into the national policy conversation and have begun to build a strong resume, already achieving several electoral and legislative victories.
Ocean Champions works extensively with other ocean environmental organizations and looks for opportunities to partner with other groups to persuade their unique relationships to move forward.
The organization is led by a partnership with expertise spanning ocean science, electoral and legislative politics, organizational development, strategy, operations and environmental law amid a diverse and committed board of directors and dedicated staff that provides additional strength.

David and Jack believe that electoral politics is a fundamental aspect of the nation’s political process and the keystone to policy success, yet the ocean conservation community is not a factor in the electoral arena. Their in-depth effectiveness study reveals that the ocean conservation community has focused on policy rather than politics, and at a cost.
The report’s primary conclusion is that the ocean conservation community needs to “participate fully in the political process” to be more effective. Full participation means working directly to elect good candidates and defeat bad ones.
