Artisanal fishermen present criminal complaint for bribery against industrial sector

In the framework of the discussion that takes place in the Constitution Committee of the Chamber of Deputies to cancel the Fisheries Law, a group of artisanal fishermen filed a criminal complaint against "all those responsible for the crime of bribery in the processing of the mentioned norm."
The complaint was presented by the president of FENASPAR Chile and current leader of the National Council for the Defense of the Fishing Heritage (CONDEPP), Hernán Cortés.
The legal action affects the Association of Fishing Industrialist (ASIPES) and associated companies, exparlamentaries and in exercise, as well as government authorities, among which the current Bio Bio mayor.
"This lawsuit is a signal for the fishing industry. They have been speaking for weeks in the press, through ASIPES and SONAPESCA, trying to make Chileans believe that the Fisheries Law was approved without a bribe, "Cortés said.

The leader insisted that they consider the Fisheries Law "is illegitimate" and expressed his hope that with this legal action the current investigations will be accelerated. He also said that they hope that "all those involved - regardless their political rank and color - will have the maximum sanction of justice and there will be no more excuses for Congress to cancel the Fisheries Law."
The text of the complaint states that former President of ASIPES, Luis Felipe Moncada, "is involved in the possible payment to political representatives of fishing companies grouped in that association."
In this regard, it indicates that "it is known of the existence of emails that gave account of the lobby that made these companies in Congress while the Fisheries Act was processed, bribery arising as the alleged crime to be investigated, so this criminal behavior it would be present in the processing of said regulation that regulated the access to catch quotas that favors the big companies of the sector, and that affects the artisanal fisheries of the Bio Bío Region."
In the complaint, the investigation of the participation in the processing of Fisheries Law is requested, as well as with regard to Law 20,837, which refers to the exception for artisanal fishing of horse mackerel, and Law 20,657 that modifies the scope of the sustainability of hydrobiological resources.
